Global Whistleblowing: Emerging International Whistleblower Rights

Chaired by Anna Myers, this panel will present new and emerging developments in international whistleblower rights. Panelists will cover: the EU Whistleblower Protection Directive and its transposition; the ISO 37002 whistleblowing standard for whistleblowing management systems for organizations; IGOs including the UN, the UNCAC, and the C20’s Anti-corruption Working Group; and developments in national whistleblower laws including Serbia, Ukraine, Canada, Iceland, and others.

Anna Myers
Anna Myers is the founding Executive Director of WIN. She has worked in the field of whistleblowing for 20 years – advising individual whistleblowers, employers of all sizes and sectors, and national and international policymakers.

Anna is originally from Canada and prior to getting her law degree at Dalhousie University in Nova Scotia, she did a history degree at the Université de Montréal in Québec. Anna was Deputy Director of Public Concern at Work (now called Protect) for 9 years and has worked at Group of States against Corruption (GRECO) and at the Government Accountability Project in Washington DC. Anna is a Member of the Law Society of England and Wales, and she resides in Glasgow, Scotland.

Tom Devine
Since 1979 Tom Devine has been the Government Accountability Project’s legal director, where he has assisted over 8,000 whistleblowers and not lost a case since 2006. He also has been on the front lines for passage and oversight of 36 whistleblower laws, including nearly all U.S. federal laws and internationally from Serbia to the UN and World Bank, most recently the EU Whistleblower Directive and Ukraine. He is an adjunct professor at the DC Law School, has been recognized annually since 2012 by the Metropolitan Washington Lawyer’s Association as one of Washington DC’s top employment lawyers, appears regularly as a media expert, has authored numerous books and law journals, and spoken in over a dozen nations as the State Department’s informal “Ambassador of Whistleblowing.”

Samantha Feinstein
Samantha Feinstein is a Staff Attorney and Director of the International Program at Government Accountability Project. She develops and advances private sector whistleblower-rights legislation, represents public, private, and international whistleblower clients, and conducts research, training, advocacy, and public education for the international program. She has 21 years of experience including extensive work in international law and development on anti-corruption, international access to justice, good governance, human rights, and humanitarian aid. Before joining Government Accountability Project, she worked at the American Bar Association (ABA) Section of International Law and the ABA Rule of Law Initiative. Ms. Feinstein has also worked at International Rescue Committee, Banyan Global, and she was Middle East Policy Advisor for Nirj Deva, UK Member of European Parliament.
Ms. Feinstein holds an M.A. in International Relations and a J.D. She is admitted to practice law in Washington, DC.

Dr. Wim Vandekerckhove
Professor Wim Vandekerckhove holds a Ph.D. in Applied Ethics from Ghent University. His research interests include whistleblowing, transparency, precarity, and philosophy of management. He has provided expertise on whistleblowing to various organizations, including Transparency International, Public Concern at Work, the Whistleblower Advice Centre in the Netherlands, the UK Department of Health, Public Services International, the British Standards Institute, the European Commission DG Justice, and the Council of Europe.
