Synopsis: Summary of the different hats the OSC wears to defend the merit system in general, and whistleblowers in particular, by those who wear them. Leaders will explain the duties, realistic expectations, and practices to foster the best working relationships with the units responsible for reprisal investigations, whistleblowing disclosures, and Alternate Disputes Resolution.
This panel’s goal is to teach whistleblowers realistically what they can expect from the OSC, and how best to maximize their chances of achieving it.
Tom Devine is the legal director of the Government Accountability Project, where since 1979 he has formally or informally helped some 7,000 whistleblowers, and been on the front lines to pass or defend 37 whistleblower laws from Washington DC to the U.N. and European Union, including all generations of the Whistleblower Protection Act for civil service employees.
